In 2003 the much awaited and anticipated review of the Law of Negligence by New South Wales Supreme Court Judge, Justice David Ipp J was recommended to all State and Federal Governments of Australia. The report included recommendations to counter the then apparent liability and insurance crisis that existed following the collapse of a major insurance underwriter, HIH, the resulting 'skyrocketing' insurance premiums and damages payments made to plaintiffs.
